Professor Valeriy Baskakov is Doctor of Science in Physics and Mathematics, specialist in the theory of probability and statistics; since 1994 Head of the Actuary and Financial Mathematics Department of Baumann Moscow State University; from 1997 until 2000 Director General of the United Actuarial Company; since 2000 and at present is director of the IAAC. In 1997 Mr. Baskakov was certified as professor-multiplier for actuaries of non-state pension funds. Since 1997 he is an active participant in the development of the Russian pension scheme. He has a broad experience of co-operation with the World Bank (2002 -2008), TACIS program (1998, 2003, 2005 – 2007), US AID (2000-2002) as an international expert concerning pension reform issues for Russia and some CIS countries. Mr. Baskakov is an author of over 100 articles on pension insurance, seven monographs on pension scheme and reforms in the Russian Federation and the Republic of Moldova, five manuals on insurance and actuarial mathematics. He is Member of Board and Head of the Pension Insurance Committee of the Russian Actuaries' Guild, Chief editor of the “Actuary” magazine and actuarial web-site www.actuaries.ru/ .
